The same applies to other problems that drive Chinese overseas, such as the expense of a good education and the problems of a degraded environment.

An effective, efficient and feasible solution to the intellectual loss in China would be dual citizenship under which a person can be regarded as a citizen under the law of two different nations.

Brain drain is essentially a loss of high-skilled workforce. Yet highly-skilled emigrants are emotionally attached to their motherland and often more willing to come back for better opportunities.

The bottleneck in utilizing an overseas workforce is the changed citizenship, or in other word, they’re willing to return home for work but it’s hard when they give up their Chinese passport

There is a precedent for this policy. India is suffering even more from the loss of talent. Every year, thousands of Indian engineers, technicians and scientists apply for the US or UK citizenship.

China is playing a vital role in the ongoing process of globalization that emphasizes the free movement of labor. Granting dual citizenship or even multiple citizenship is recognition of the realities of globalization and ultimately protects China’s national interests.

By introducing this policy, China will effectively tackle its emigration problem and further benefit from the progress of globalization.
